Can we limit our unrestricted common shares common shares?

Currently has 4 shareholders in a non-public California C-Corp own shares without restriction for all. In order to prevent the sale of all or some of our actions on others, I want to make our actions and restrictions. Is this possible?

The population is already restricted from public sale.
